I've always said that it isn't the tool, but the practitioner that makes it happen.
There's a mechanical parrot at the Penny Arcade in town, to which I pose a question, pop a quarter in the slot, and an egg comes out, revealing the answer. It has been pretty darn accurate, though some of the eggs require deeper interpretation, or only appear accurate in hindsight.

I agree lodestone and ladys mantle. I also think our "spirit gudies or guardian angels" have a little bit to do with it, a higher wisdom that uses all kinds of methods to get insightful messages to us. Using a tool such as tarot, shows we are listening.
